Missouri Finds Tobacco Settlement Funds Misappropriated

The Missouri State auditor has found that much of the money the state collected from tobacco companies from the 1998 tobacco settlement has not gone to health care or smoking prevention programs as intended. The money has instead gone into the General Fund and moreover that fees were charged to the fund to make these inappropriate transfers.

Since 70% of the tobacco settlement money has gone into the general fund, it's hard to tell Missourians where it went. But the auditor said it didn’t go toward reimbursing health expenses to the state from smoking-related illnesses or toward prevention programs, as dictated by the Master Settlement Agreement (MSA).
