HOUSTON - The Federal Emergency Management Agency claims it is shielded from a lawsuit accusing it of failing to provide hurricane evacuees with temporary housing.
 
In a federal court filing this week, FEMA said is protected by the principle of sovereign immunity, which blocks lawsuits against government agencies
